President’s Report:
1. Here are our new officers for 2008

2. The majority of the meeting was spent going over the proposals that Dave Sullivan had written out. Here is a summary.
3. Dues will remain at $55, however, the $20 that normally went to the annual 50/50 raffle has been changed to pay for the annual banquet and the raffle as been removed. Membership dues are to be paid by the February meeting.
4. The surplus of $900 from the budget for the banquet that was not used will be spent on a banquet at the TOC and towards raffle items.
5. We waived the bylaw change date to allow us to make changes as Dave had suggested. Here is a summary.
6. All youth event requirements have been removed. The youth event will not be mandatory for club members. It will be run by a separate Youth Event Committee to be formed later.
7. Each club now must attend not less than ½ or 50% of all association meetings.
8. Selection of TOC teams has changed. The Club Qualifier has been removed. All Neba members will be eligible to compete in the TOC. For independent members, they must compete in at least 3 trail events to be eligible. The costs will be based on the formula below.

Example: If the entry fee for the state tournament is $100 and a team fishes all 5 events, they would have contributed 30% of 100 * 5 =$150 into the TOC pot. So that would be the equitable number. If a team from a club fishes 2 state trail events and then wants to participate in the TOC then they would have contributed $60 to the TOC and thus would only need to pay $90 to enter the TOC. If a team fishes together on the state trail but decides to split up and fish the TOC with another member then they would have contributed $150 already so they simply split their contribution and for $75 they can fish with another person in a club (any club as far as I am concerned). If you didn’t fish any state events then the entry would be $150 based on a $100 entry for easy math calculations in this proposal, actual amounts will be discussed. I believe the new purpose of the TOC should be to get everyone fishing together for one final party!

9. The tournament chairman will appoint a committee to run the tournaments. Each person will have specific tasks to insure the event runs smoothly. From registration to loading/unloading storage of equipment, etc.
10. We are looking into another insurance provider. Thanks to Sean O’Toole for his time on doing research.
11. The TOC location will remain at Champlain for next year.

Tournament Report:
Nothing to report. A committee will be appointed in January and will meet to go over all tournament rules.
