ARTICLE I - MEMBERSHIP
No later than January’s meeting of each year, the affiliated club must submit to the State Treasurer an updated membership roster and dues. Information on these rosters to include:
A. Name and position of each club officer
B. Information on each individual member of club:
a. Name
b. Address
c. Phone Number
d. Membership Number
e. E-mail address if possible
C. Each Chapter shall update its roster with the state as new members join that Chapter.
Note: Also notify the State organization within seven (7) days of holding elections or whenever there is a change of officer for any reason.
ARTICLE II - STATE CHARTERS
All affiliated clubs must maintain a minimum of six members to maintain its charter.. Note: In order to qualify for the State Championship a club must have been "in good standing" as of Aprils meeting.
ARTICLE III - STATE CHAMPIONSHIP
Each club in good standing shall be allowed to send teams to the annual championship. Only NEBA of Maine members will be allowed to fish this event.
ARTICLE IV - TEAM Financial Responsibilities for STATE Championship
Each club team shall be required to pay the entry fee to participate in the STATE Championship.
ARTICLE V - USE OF GUIDES
It is the policy of the State organization that the use of Guides by NEBA State members shall be unrestricted prior to the State Championship.
ARTICLE VI - TEAM Championship Eligibility
It is required that Maine include in its Team Championship qualifying trail/event a method for ALL NEBA of Maine members in good standing to have an opportunity to qualify for the National Team Championship.
ARTICLE VII - NEBA of Maine Sanctioned Tournaments
For each State’s tournaments to be considered a NEBA sanctioned event the following National Tournament Rules must be adhered to:
A. Eligibility:
a. All participants must be current members of NEBA and be prepared to show a current membership card and pay State dues as accessed. If not, they must fill out an application and pay a membership fee prior to fishing a tournament. If it is later found they were members, the money will be applied to extend their membership or it will be refunded. Any tournament found to have had non-NEBA participants will not be recognized as a NEBA sanctioned event; hence it will be ineligible to be a qualifying event for the NEBA Championship. Children under the age of 18, fishing with other than their parent or legal guardian, must have the written consent of their parent or legal guardian.
B. All participants must have required state licenses and comply with the State rules and regulations.
C. Sportsmanship. All participants are expected to behave in such a manner as to bring credit to the NEBA of Maine and the sport of bass fishing.
D. Safety. Each boater shall be required to have onboard the proper type and quantity of personal flotation devices (PFD) for all contestants. Each contestant must wear and have the PFD securely fastened any time the gas engine is running.
E. All boats must be equipped with a working kill switch and the driver must have it attached to his person anytime the gas engine is running.
F. Boat and Motor. Horsepower of the outboard motor shall not exceed the USCG rating for that vessel.
G. Trolling is not permitted as a method of fishing.
H. All boats shall be equipped with required USCG equipment for that size boat. For tournament purposes, each boat must be equipped with a working aerator system and live wells large enough to support a tournament catch.
I. Fishing Equipment. Only artificial lures may be used during tournament competition (excluding pork frog/strips). Contestants may have any number of rods and reels rigged; however, only one may be in use at a time.
J. Start and Stop Times. All NEBA tournaments shall have a published start and stop time. ("Safe light" cannot be used as a start time). Published times shall be strictly adhered to but can be modified by the tournament committee as required.
K. Liability Insurance: The boater in each such event must show/document the fact that he/she has the minimum Liability Insurance coverage of $300,000 on the boat used in the competition.
L. Tournament Application: Each Tournament Application must contain the "Liability Waiver" regarding Tournament Sponsors/Host/etc. and be signed by both team members
M. Tournament rules. All participants will follow any rules on the provided application or as announced at the tournament.
ARTICLE VIII - Multiple CLUB Memberships
Multiple Club Membership. Individuals may belong to any number of clubs they desire. However, they will only have one unique State Membership Number.
